In connection with paragraph 2 of the
Governor's despatch I may refer you to the
despatch from the Secretary of State to the
Governor of Hong Kong No.95, of the 16th
March, 1925 (Hong Kong 54068/24) and to the
Governor's reply, No.331 of the 26th of
August 1925 (Hong Kong 44433/1925), in which
another explanation of the lack of authority
for excesses on subheads was given together
with an undertaking that all such excesses
would be covered by Financial Minutes in
future.
Also, the repetition in the General
Orders of Hong Kong of (the 1918 edition)
Colonial Regulation 281 (G.0.257) and 304
(G.0.284) makes it clear that all excesses
require the authority of the Secretary of
State and of the Legislature, a requirement
which is repeated in Colonial Regulation 281
of the 1928 edition. The meaning of General
Order 225(3) appears to be that when the
anticipated excess is over $20 the authority
of the Legislature must precede the issue of
